Commission Members

Georgette Steffens, Chair

Commissioner Steffens oversees conventions and art programs at the Empire State Plaza as the Associate Commissioner of Culture and Programs for the New York State Office of General Services. Previously she served as the Executive Director of the Downtown Albany Business Improvement District, where she directed the marketing of and visual improvements to Downtown, office attraction and retention programs, residential conversion incentive programs, and special events targeted to draw visitors to the Downtown area. In addition, she is a Board member on the Bethlehem Industrial Development Agency and the Bethlehem Girls Basketball Club. Appointed by the Governor in 2012.

Michael Cinquanti, Esq., Treasurer

Commissioner Cinquanti brings a background in law and government relations to the Board. He is the Founding Partner of Genium and a longtime resident of Albany. His advocacy spans multiple areas including labor, business regulations, procurement, infrastructure, and tax law. He’s been recognized as a Trailblazer in Clean Energy, one of Labor’s Rising Star by City & State, and serves on the Board of Directors of the Advance Albany County Alliance. He holds a BS from Ithaca College and a JD from Albany Law School. Commissioner Cinquanti serves as Chair of the Audit Committee. Appointed by the Governor in 2019.

Andy Corcione, Commissioner

With a focus on supporting citywide commercial real estate development and investment, Commissioner Corcione serves as the Vice President of Capitalize Albany Corporation. In addition, he is the Chief Operating Officer of the City of Albany Industrial Development Agency and City of Albany Capital Resource Corporation, where he works closely with applicants to assist with new construction and redevelopment projects in Albany’s target growth sectors. A native of Albany, he holds a BA in History from St. Lawrence University. Appointed by the Governor in 2026.
 

John A. DeFrancesco, Commissioner

Commissioner DeFrancesco, a Rensselaer native, serves as the 35th Mayor of the City of Rensselaer, New York. A dedicated public servant and is committed to community-driven progress, uniting City Hall, supporting small businesses, and protecting taxpayers. Previously, he held the roles of Third Ward Alderperson and Council Pro Tempore before becoming Rensselaer Common Council President in 2018. He was again elected as Council President in 2019 and 2021. Commissioner DeFrancesco has been with the New York State Department of Transportation since 2008 and currently serves as a Bridge Trade Specialist. Appointed by the Governor in 2026.
